Broly Reborn just doesn't have the same ring to it. The very next movie is Fusion Reborn which, curiously, does not feature Broly despite featuring the premise Bio-Broly set up. Instead, the main villain is Janemba.

Going from movie 11 to movie 12, it seems quite obvious Broly should have been the antagonist, but Toei must have relented and realized three straight movies of Broly night not be the best idea for the brand.

That's for sure however he's far from Vegeta and Goku level at the beginning in the movie. He doesn't even have super saiyan. Broly found a way to have the oozaru boost in his humoind form. Going by universe 7 standards that should be more than enough to survive the universe. Not to mention he had an absurb power level at birth.

However Broly has a ability to also increase his power level while he's fighting. This is where Goku and Vegeta come in. While fighting them his power level is going to increase further while he fights these guys.

The jump from his current level to where is now is going to be way higher than Freeza from namek arc to his RoF power level. It's an overused trope with DBS. However since broly is someone mutated freak and actually had a lore within the db expanded universe anyway I'll bite. When Broly was born, King Vegeta felt threatened by the baby's incredible amount of strength. Broly had limitless potential and the king couldn't risk having someone that strong around because it would undermine his own bloodline.

King Vegeta tried to reason that he exiled Broly because his power could become too uncontrollable, but his true motivations were clear. When Broly was banished from Planet Vegeta, he found himself on Vampa, a planet inhibiting some beastly creatures, although none of them posed a threat to Broly. As a kid, Broly's powers were highly unstable which meant he was seen killing countless of Vampa's creatures in order to survive and ease his anger.

Thankfully, he was found by his father, Paragus, and there began his training to contain his seemingly unstoppable energy.

Broly also made friends with one of Vampa's beasts and named him Ba, but Paragus killed that little creature. Broly didn't need rescuing from Planet Vampa because he considered it to be his home but when the Frieza Force came calling, it was very hard for Paragus to reject the offer.

Broly is someone who accepts his father's orders without fail, so there was no way he was not coming to the Frieza spaceship bound for Earth.

Furthermore, Paragus wanted revenge on King Vegeta for what he did and one Saiyan from his bloodline, Vegeta, was living on Earth.
