What if my yeast doesnt foam
I don't think you need to worry about chlorine, especially with a commercial yeast. I know the modernist cuisine books are not popular around here but Mhyrvold made sourdough with his pool water to prove it.
It just slows things down a bit. The thing is, the chlorine becomes "spent", it does not have infinite power. Once the chlorine is spent the rise will proceed as per usual. I used to go to extreme lengths to dechlorinate my water but it turns out I was just an amateur.
